But, my general thoughts are :-)
(1) Get a good seo hosting account for IP diversity reasons and to help reduce the footprint. I don't think you necessarily only need to have 1 domain per IP, but the more IPs you have the better. I personally hope to build 300 domains on 100 IPs. I use seo-host.com and so far so good. Starting with the 15 IP package, each IP address is $3/IP.
(2) When I first started and didn't know any better, I just bought new domains (have about 20 of those). Even if you don't want to spend a lot of money on domains, in the GoDaddy auctions, you can find lots and lots of PR2 domains in their "closeouts", with a good diversified backlink portfolio. Closeouts only cost between $6-9 (since these are expired domains, add on the cost of hosting, I think most GoDaddy .com coupons are about $7.50). I'm sure there are good free or at least cheap ways to search through these listings, although I just use a pretty pricey monthly subscription through freshdrop.net, as Terry uses that account of mine to search snapnames, dynadot and what not for his domain purchases as well.
(3) Throw some backlinks at the sites. Nothing major, but I just tried to get around 100 backlinks (per spyglass), and that definitely helped the google crawl frequency.
(4) Its a general WP point, but set up a good ping list in your settings. I personally just copy the list from pingler.com.
(5) Maintain some sort of regular posting to your sites. I do 1-2 posts per site per day. This is enough to keep google interested I think, but without coming over the top.
(6) With all of the above, Google is now indexing my new posts lightning quick. About 80% of my new posts seem to get indexed by google within 60 minutes now.
